结论：无法在设置里自助解禁，必须向 Anthropic Safeguards 申请 review。
2. 整体流程（最短路径）
发现黄条/无法聊天 → 邮件 usersafety（或 Help Center） → 收到带 here 的回复 → 打开 Safeguards 文章，先登录 claude.ai → 点 Submit an appeal → 进入 restricted 页 → 点 Request a review → 粘贴申诉说明并提交 → 等待 Safeguards 邮件结果

不要编造「从未用 VPN / 第三方工具」等未必属实的内容
不要重复狂提；一次完整提交即可
